CAPETOWN, February 22.

Mr Chamberlain said he wished he could think he would be alive to see the fulfilment of federation. He was confident, as regards the rest of South Africa, and is now almost sanguine of the Cape itself. The time of his active service for the Empire is necessarily drawing to a close, nnd the greatest happiness of his life would be if his last act of statesmanship united the two white races in South Africa.
