Britain and ' Germany Demand i Settlement of Claims. Germany claims from Venezuela the immediate ' payment t . of 1,700,000 /bolivares, this sum. representing the losses of German subjects by, the civil war up to 1900.'- She derhah'ds a satisfactory guarantee for the payment 'of addi- < tional claims totalling tliree 'million bolivares, arising out of the recent civil war; -also the settlement of other .olaims specially connected with the German Venezuelan railway. The authorities at Washington «re pleased that Britain is acting with Germany in demanding the settlement of claims, and regard Britain's, action as a guarantee that the Monroe doctrine will not be- infringed. In the House of Commons Mr Balfour said that Venezuela during the past two 'years had unjustifiably interfered with the liberty and property of British subject*}, and refused to settle' large clairus' "All efforts to obtain an amicable arrangement had been unavailing. The many representations made remained unuoticed. An ultimatum had been presented in conjunction with Germany. If the outcome of the ultimatum w«s unsatisfactory it was intended to enforce the demands.
