The Marquis of Lansdowne, in the House of Lords, said Sir Horace Rumbold's~o*ecent in the National Review • with reference to the Austrian Emperor's 1 frieuds^if-|J for England was indiscreet and reprehensible. The Government intended to issue fresh regulations -forbidding diplomatists to "publish their experiences without 'official permission.
