The Subsidies, Committee report that subsidies 'ought to Be restricted to services rendered, but sometimes on. Imperial* grounds where necessary, for. the establishing of fast direct British communication. . A subsidy to an East Africa line is recommended by the Committee. With regard to the ' coasting trade question, the Committee recommends that efforts- should be v made to bring about reciprocity, and if necessary tlie utilisation of regulations for the admission of. foreign vessels to the British and colonial trade of the Empire for the purpose- of securing reciprocal ad-*' vantage to British ship-owners abroad.
