The newspaper Deutsche Reichsanziger states; in official despatches, that Holleber, German Minister at Washington, on April 15th regarded the proposed note somewhat coolly, -and mentioned Sir Julian Pauncefote as the ■initiator. The" Kaiser entered his dissent at the note on the margin of the despatch. LONDON, February 13. The Times says the opinion is held at Washington that Holleben's yiew is erroneous. The Austrian Ambassador was the originator, and convened a meeting. Sir Julian Pauncefote's and Earl Cranboume's statements are regarded as conclusire.
