A French newspaper, published a: Saigon, states that 700 Russian prisoners, on three tiers of iron cages on-tlv-lower decks of a steamer, voyaging f rim Odessa to Yaroslava, were detained -foe a month at Saigon, owing to l the breakdown of fhe vessel. The heat was swe - tering, and it was impossible to ascertain the mortality.
