Tho Education Board protest' emphatically against only two grade* of certificates, and 'the proposed non-re-cognition of the University degrees later is considered a retrograde step, and unworthy of a Royal Commission. The Board view with alarm the curtailment of inducements to hoys, and men to enter and continue in the teaching service, when there is » marked and serious flailing off in the number of male teachers. The Board also protest in'the strongest manner against proposed payment of teachers in. schools OBOer twenty.
