MELBdURNE, June 14. The Senate adopted * resolution in favour of an opening prayer,, and the Supply Bill was sent 'back ,to the House with the. request that i^Bcliedule be 'attached, shewing^ expenditure: . In^the House the Speaker read the Senate's message . with . reference to Supply. "" Mr Barton - accepted all responsibility in'the^ matter. -He had been under the impression that the estimate was attached when, the Bill was forwarded to the Senate, but it was inadvertently .not . done... He disclaimed any intention of belittling the Senate, which was 'given'pow&R under the Constitution to make suggestions with regard to money Bills, and' it was only right that it' should be supplied with the materials for making such suggestions. While desiring lo prevent any friction between the two Houses-, he would always champion the rights of the House. To comply with the Senate^ message would be infringing the rights of the House. In 'order, therefore, to 'conserve the negative' rights of both Houses, he moved that the Bill be set aside and a fresh Bill, with the schedule attached, be sent to the Senate. A lengthy debate ensued, members generally agreeing that Mr Barton had adopted . the proper constitutional course. The new Bill passed all its stages, and the House adjourned till Wednesday.

Mr Lewis, the Tasmanian Premier, has • wired Mr Barton, emphatically protesting against the clause in the Postal 'BUl, which deals with carriage .of mail matter in reference to sweeps.
