RUSSIA AGAIN TRYING TO SECURE CONCESSIONS.

LONDON, May 19. The Times' Tokio correspondent states that M. Do Giers proposed to Li Hung Chang that Russia- should guarantee the indemnity in return for political concessions mad* to Russia by China. Li Hung Chang expressed fear that such an' arrangement would lead to misrapresentation. He should restore Russia's intinrate relations with China when the Court returned to Pekin. Tho Germans defeated the Chinese at Ausa Pass., and occupied KwanpchanK, which is outside Walder»ee'# sphere of action. • _, In the Houbo of- Commons tho Marquis Cranbourne stated that the proprietary rights of land claimed by the railway company at -Tientsin, through which Russia is pushing roads, is not prejudiced by Russia's action. The question of the ownership of the land was reserved for negotiation.
