Received April 20, 9.5 a.m. LONDON, April 19. Mr H. B. Slrangways, at one time Premier of South Australia, in a letter to the Daily Chronicle, advises the Hon J. Chambprlain to safeguard all Imperial interests and rights of State creditors before introducing the Commonwealth Bill. He also opposes the lestriction of appeals to the Privy Council. The Daily News published an interview Mr Raymond Blathwayt had with 1 Premier Kingston, who declared that Federation under the Bill would help tho grander federation of the whole Australian Continent with the Motherland. The Colonial Office has published a Blue Book containing the text of the Bill and official despatches regarding tho measure. Received April 20, 9.25 a.m. PERTH, April 20. Premier Forrest has sent a message to the Premiers' Conference now sitting in Melbourne, embodying reasons why the amendments in the Commonwealth Bill should be conceded to Westralia. He pledges himself to do his utmost to pass the Bill if the amendment is conceded.
