Received December 18, 9.30 a.m. PEETH, December 18. Mr Leake's dissolution motion was negative. Mr Leake announced his intentiou of retiring from politics. Tho Premier said that to have a dissolution now would mean two general elections next year. Parliament would then be prorogued. Tho Governor's speech, dealing with Federation, erpressed regret that unless some amendment to meet the requirements of the colony can bo made in the Commonwealth Bill, it would seem to be improbable that Western Australia would be able to join as an original State.
