President Kruger, in cabling his thanks for sympathy from America, said if the Transvaal was compelled _ to bo British, tho prico of its acquisition by England would stagger humanity. President M'Kinloy has announced the complete neutrality of America. International usage lorbade mediation unless both Great Britain and the Transvaal desired it. CAPETOWN, October 13. All the avavailable troops in Capetown are being hurried to the north. There is a guard on the railway between De Dar and Mafeking. Strict censorship is being maintained over military news from Natal, and but little information is arriving from there. No important movement has taken place. The rain is falling in torrents. Mr Cecil Rhodes has arrived at Kimberley. LONDON, October 13. Great Britain has replied to Kruger that it is impossible to discuss his peremptory ultimatum. Mr Greene has applied to the Transvaal Government for his passports, and leaves there to-day. Tho constituents of Messrs MacLcan and Courtenay have passed resolutions censuring their .members for condemning tho Transvaal policy of tho Government. Tho Government has promised to consider the Queensland tenders for the supply of hay and beef for Capetown. PRETORIA, October 13. Martial law has been proclaimed in the Transvaal. DURBAN, October 13. Soveral thousand Boers are in the vicinity of tho Tugela. River, in the far west of Natal. Two thousand Boers have formed a camp at Mariboso, near Mafeking, and aro occupying the railway line and culling the telegraph wires. 15LOEMFONT1C1N, October 13.
