EDUCATION BOARD.
The monthly meeting of the Board o£ i Education was commenced last night. Present— Messrs Carson (chairman), Fry, £. Sanson, Bridge, Baker, Hurley, and Rev. J. Ross. Minutes— The minutes of the lastmeefcine were read and confirmed. Cash Statement— The Treasurer placed a statement on the table showing that on the two accounts (building and general), after deducting all, liabilities, tbe Board had only a balance of about £1000 with which to meet the tenders to be received at the present meeting, > Chairman -On the motion of Mr Hnrley, seconded by the Key. J. B*»s, Mr G. Carson was elected Chairman of tne Board for the ensning year. Executive Business— The report of the , Executive Committee was considered and adopted. Appointments— The Board then wens into committee to consider appointments, and on resuming reported the following business; which was approved:— Mars Hill— Committee's appointment of Misa Grace" Brann approved, Rata— Mr Percy Kime appointed teacher. Awatuna — Miss Molntyre appointed teacher. Wftverley — Mr F. Newcombe appointed „ head teacher. Manaia —Miss Charlotte Crowhurst appointed pupil teacher. Hawers -Letter from Mr Harrison; headmaster, stating that his health' was restored and he had resumed work.
Waitotara — Committee to be asked to recommend a suitable girl for appoint* ment as pupil teacher. ' Pohangina — Mr Claphun, senior pupil teacher at Ashurst, to b* transferred to ! Pohangina. i Ashurst —Mr larris, cadet at Campbell, town, to be offered a pupil teaoherehip at Ashurst, and Sarah Young to be appointed cadet, subiect to inspector's approval. Karere— Committee to be informed that they are fully staffed, and that if their application for an assistant teacher be gi anted they will have to submit to the lons of two pupil teachers, Kelvin Grove — Resignation of Elsie Mayo as pupil teacher accepted, to /take effect on 30th Jane. Vacancy to be filled up at- next meeting. Campbell-strest (Palmerston North)— Offer of Mrs Milton to remain till the end of April agreed to. Application of Mr G. W. Mitchell to be appointed first assistant held over till next meeting. Four applications for' appointment 'as 'mistress of infant department to be 'forwarded to Committee. Grace Robertson appointed cadet, subject to . Inspector's approval. Miss Mowbray to be granted V month's leave of absence on full pay, with an ax- i pression o! the Board's regret at the " accideat she is suffering from. , Terrace End— James leherwood appointed cadet, subject to Inspector's approval. Headmaster to be informed that school is fully staffed according to regulations. College -street— Dudley Opie appointed , cadet, subject to Inspector's approval. * > Castlocliff— Rebedoa Irvine appointed cadet, subject to Inspector's approval,' * Hawera— P. Jackson, advanced pupil teacher, to have his application for -sole charge of a school cbußidered along with other pupil teachers 'whoie term expires in Juno.
Awahuri— Committee to be asked to select applicant; without delay. Patea-^ Albert , Potto, pupil 'teacher at Kakaramea, to be re-transferred to Patea. Wanganui — Miss TayJori applicant for pupil-tsachership, to be offered appointment as cadet at Girls' School. Pihama— George Espagne, pupil teacher, transferred from Eltham. Eltham— Nellie Fitness appointed pupil, teacher. ' "
Board Vacancy— The nominations of Mr Fred Pirani, M.H.8., and Mr S. H. Drew were received, and tbe Chairman said he wonld fix Saturday. 11th May, as tbe last day on which the Committes's votes should be received, and Monday 11th May 1 , sb the day of election. , The Blaramborg .Petition ' Letter received from Minister for Education, stating that Mr :Vou Blaramberg bad failed to make out his case against the Board, But thatr the Board had, in his opinion, b&>n in fault in appointing Mr Blaram* berg to a larger school after he had failed" to give satisfaction in a smaller one.
Campbelltown— Tha BoartTs carpenter to be sent to report on the building requirements of the sohool as soon as convenient. ,
The Board then adjourned to 10 o'clock this morning.

(2) That a certificate be sent to te«dhsr« holding 10 Certificates, asking if they would attend snob, classes when established, tho* fee to be £1 per quarter, the Board paying one half 'of that amount. (3) That - when saoh olasiet as above indicated an established, first-class pupil teaohers^apd ' junior eajißtants be required to ittendfof instruction. (4) That a notice be inserted in the newspapers at Wauganui,-Palmenton North and 'Hawera in the usual form uniting applications from suitable person^ coat* potent to givo instructions inthe^snbjeota required m above. That Mr Bihdon be requested to attend to the forth*? dotaili of this matter and report to this committto before next meeting. ' - Mr Sanson, in moving the adoption^ the report, said he had gone oarefuuy* into the matter, and 'found that in tho Wanganui, _ distriot there were 111 certificated teachers, '- - out of which they paid only 20 with T) oar- * tificates and above, that showing that about 75 .per cent, of their certificated te*oher» were in Class F.. In Christchuroh they had , 94 teaohers, 86 of whom were in or about Claes I) j while Southland, Sawke's Bay and - Otago compared equally well in the aamo rospeot. Wanganm's position was explained by the fact, that it had not had the advantages of Normal schools and other means Of educahon for their teachers, whioh had been enjoyed by the districts he had quoted. ' Mr, Sanson then nrgued at Ibngth as to tho necessity for carrying out the suggestions of the committee, and explaining in'detaU what the suggestions meant and entailed.—' The Bey. J. Boss seconded the motion and contended that a case had been clearly made out in support of the adoption, of the oom> tnittee's report; Tho fact thai; the percentage of certificated teachers holding low certificates was so largo, was, he contended, on the face of it, sufficient to warrant the Board in talcing the action proposed. He laid gnat (trees on the duty of the Board in providing adequate means of tuition for their teachers, and spoke at length on the : advantages appertaining of high olass cortifloates.—The motion having beec briefly discussed, Mr Hurley, who expressed him- ■ self in sympathy with tbe object, thought it wonld be better that the Board should not bind itself to avy definite aotion until they had all neoesssry information before them, and moved an amendment) in that direction. — Mr Sanson pointed out that the report preferred by the committee would not bind the Board to anything. — Mr • Hurley withdrew the amendment,' and the motion was b'arried unanimously.
Technics School — Mr Blair, of tho Technical School, wrote anent apparatus for the school, and farther pointing, out that in bis opinion the time had armed when assistance should be appointed and additions made to the school. Mr Blair ■ also wrote expressing the opinion that- it would be in the interest of the sohool i£ » l number of basts and frames prepared by .the pupils were exhibited at tho forthcom* ing Museum «xbibtion. , Mr Blair attended in support of bis suggestions, and with reference to tho necessity for Additions to tho school, pointed out that every i Saturday- there were- over 40 pupsls attending the ol»bb«s.— The matter with regard to the additions was referred to the Executive. Mr Blair 1 , waa authorised to send exhibits to the Museum •- Exhibition, and in oonneotion with tho science apparatus imported by Mr Blair for use atthesohool, it was resolved, on the motion of Mr Bridge, seconded by Mr S»nson,that the aooount should, be p*id Pate*- It was resolved that Master Pott remain at fatea until another otdefc is found, Secretary's Salary—The Board went into ' comnuttee to consider the Beoretary'e Utter r ?B ajary,and on reaumvng reported, G&\
the Board had resolved that in their opinion the total cost of the secretarial work was sufficient for the work required, and that the allooatioa now made is 4 equitable. Pates — A letter was received from the Committee enclosing a letter from Mr Adams, the teacher, and a resolution of the Committee endorsing the contents. The letter stated that the old teacher had re1 fused to allow hit (Mr Adams) furniture to be taken into the residence or to allow him to take charge of the school, and that ultimately entrance to the residence had to be mttdo by a window, after Mr Flood had vacated and taken the keys, Mr Adams also reported that both school and residence were in a bad state of repair, and pointed out that through the aotion of the teaoher he (Mr Adams) was folly £5 out of pocket. —The secretary reported that the Committee held the oheque for Mr Blood's last •alary, and would not hand it OTor until he made hi* proper returns, and left things ■ in proper order. — It was resolTed that the carpenter be tent to the school ss soon as ' possible, that a refund of £5 be made to Mr Adams, aad that the correspondence dealing with the case bs forwarded to Mr Htbens. Manaia — A letter was received from Mr Hurley atking that the Board's carpenter be allowed to fit up a bath at the residence, the material to be found by the Committee. — Letter received. _y Okaiawa — Letter diawing attention to want of accommodation $ to be done out of next building grant. Cheltenham— Letter calling attention to shelter shed, commenting on the [fact that painting had been done on Sunday, and applying for a window to bs put in in the north-west end} retoived that the Board does not think it desirable to put a window there. Kairanga - Letter re lack of accommodation } to be done out of next building grant. Wareriey — Letter from committee re necessary repairs ; resolved that the more argent matters be attended to. VVhenuakurs — Letter from the Commit- ' sioner re lack of ncooznmodalion and bad state of school buildings j resolved chat the Board will advance the necessary funds out of the next grant. Mangaweka— Letter from MesaraJjCaielberg and Stevens re fencings letter received. Pohangina — Letter re gravelling; resolved to grant £2 towards cost. Parakarefcu — Letter applying for scullery and tank; resolved to decline to erect tank, and that; carpenter be asked to report re scullery. Bnllu— Letter enclosing account for fixing oven ; resolved that account be paid. Kaipuru— Letter asking the Board to take over the school. It was pointed out that the attendance had not reached the status of a Board sohool yet. The letter alto requested the Board to grunt a turn to defray the post of lining. Besolved that the a Board could nofc make snob. & grant, bub if A the work were done by the settlors the value would be taken into consideration when taking over the building. Bunnythorpe — Letter applying for fepcing and small repairs i resolved that fencing and gravelling could not be dealt with at present, but that the oarpenter would be authorised to attend to the necessary repairs. MaDgatoki —Letter applying for financial * help to defray necessary work carried out by the committee. Beaolved that £3 3s be : granted. i Waitotara— Latter applying for gravel* ling at sohool and residence, and also for supply of ink wells ; resolved to defray half cost of gravelling and to supply ink wells as requested. Turakins— Letter re cloiets; agreed to accept enclosed tenders. Pemberfcon, Bangiwahia, and Beef Creek •—Letters from Pemberton teachers re low attendance at Pemberton ; and from settlers at Bangiwbia pointing oat difficulties of sttesdiog the Pemberton sohool ; resolved to acknowledge the receipt of tha Pemberton letters, and to reply to those intended at Bangiwahia, that the Board had already decided with rsferenoe to this matter. ■■ Beef Creek — Letter notifying that a sohool Bad been opened at Beef Creek, and adding that the settler* wonld deem it a favour if the Inspector were permitted to visit the school when he is next in the vicinity. < Baetihi — Letter from Mr MoLarin, on behalf of the settlers, with reference to the establishment of a school at Baetihi. — Boeolved to reply that the Board would consider the matter when in funds. / Crofton— Letter applying for additional class-room and deiks, — fieiolved that the matter of class-rooms be considered when in funds, and that the old desks must be need, dtbe?s being supplied for those who have no accommodation. Makaka — ApDlications for leeteof school site; resolved that Mr Hurley be empowered to call for tenders in the usual manner for the lease of this site. Utawatau — Letter enclosing information re school site ; resolved to communicate with the Crown Lands Department on the matter. A petition was received from the ■ settlers, asking for the establishment of a school ; resolved to inform the people that if it is necessary to fell the site they thould do so, so e,i to be in readiness when the Board is prepared to erect the building Palmerafcon North — Letter from Mr W. ■ Butherford, intimatiag that he has the books of account of the old Committee in his possession, and suggesting that they ahould . be audited. Sesolved that the book be audited as suggested the books to afterwards be forwarded to the Board. Huntervilie — Letter applying for blackboard, etc., granted. Mongenoho— J^etter applying for desks j granted. Mukino — Letter applying for additions to residence ; 'resolved to refer the matter to lit Fry to arrange, the expenditure not to exceed £25, Carpenter's.- .Beport — The report of the carpenter for the past month was read and received. Auditors — On the motion of Mr Fry, it y was resolved that the auditors nominated by the various committees be appointed, and that where, no auditors be suggested the Secretary audit. Executive — On the motion of Mr Fry, the Chairman and Messrs Baker and Bridges wore appointed on executive com* mittee.
