MR HENNIKER HEATON.

Tnis gentleman is a second edition of Rowland Hill, who proved the feasibility of a uniform penny poitage throughout tho United Kingdom. Mr Henniker Heaton believes it quite possible to establish the penny postage system throughout the Empire. He sets himself to prove that the cost of carrying a letter (Joz.) between England and Australia is just about a farthing, and that if tho Government charge a penny they will have a profit, of course, of three farthings! Mr Heaton recently scored the no small triumph of getting the charge reduced from 6d to 2Jd, but he maintains that oven 2id is excessive and preposterous. For, ho reasons, if a steamer will carry silk goods at £2 a ton freight, there is no reason on earth why she should charge £700 a ton for carrying letters. When the charge was 6d the ioz., the cost of carriage >was actually £1720 per ton. The reduction reoently effected was a jump down from £1720 to about £700 a ton, and he infers fchotf other junipi quite as startling will be accomplished in the near future. The day is evidently not far distant when a penny postage will carry a letter throughout the length and breadth of the Empire.
