(Per United Press Association.) Fbiday. In the Legislative Council. The Select Committee appointed to inquire into tho working of thetotalisator recommended that licenses should only be issued to such Clubs as complied with the rules of the Metropolitan Clubs. The Invercargill Corporation Empowering Bill was further considered in Committee, The Hon. Mr Stevens moved the second reading of tho Naval and Military Settlers and Volunteers Land Bill. The Hon. Mr Reynolds moved, as an amendment, that the Bill bo rend that day sii months. After somo discussion the second reading was carried on tho voices, and tho Bill was referred to tho Waste Lands Committee. In the House of Representatives. Replying to questions, it was Btated that tho Customhouse officers had entered th'o premises of R. Shannon, of Wellington, bookseller, and removed a large number of books, in consequence of the works being reprints of English books imported from San Francisco. —That the Fronch convicts had been brought South from Auckland on the claim of tho French Consul, made under tho Treaty of Rights, that his evidenco might be taken. Tho Hon. Mr Hutchison moved, without notice, that a cominitleo to consider tho four Ntttivo Bilk be appointed, consisting of the following members :-—Sir Harry Atkinson, the Hon. Mr Hislop, and Mossrs Ballance, Carroll, Grey, Graham, Hutchison, Kelly, Moss, Ormond, Samuel, Whyto, Parata, Taiwhanga, Taipua, and tho mover. Sir George Grey hoped that no members interested in native lands would serve on tho Committee. The Hon. Mr Mitchclson said his atteru tion had just been drawn to the fact thattwo members of the proposed committee (Ormond and Graham) wero interested in native lands, but. both those gentlemen were members of the Native Affairs Committee, and ho felt suro, from what he know of them, that thoy would not allow private considerations to 'influence their action on a question of this kind. Tho motion was carried after discussion. Tho Tramways Act Amondmont Act Bill, and tho Mining Act Amendment Bill passed their third readings. The Native Lnnd Frauds Prevention Act Amendment Bill, and tho Maori Real Estato Management Bill wero read a second timo without debate. The lion Mr Mitchelson moved the second reading of theNativcLand Court ActAmondment Bill. Ono clause onabled tlio Government to aec'ira land byway of compensation for advances mads on purchases which could' not bo compl'tcfl. Messrs Carroll and Taipua thought the measuro unfair. Sir Gcorgo Grey took excoption to clausrs 2 and 3, which asked them to mnko good vi unknown numbor of claims. A number of criminal offences might bo condoned under this Bill. „ „, L Mr Hislop said Sir Gcorgo Grey did not understand the Bill. Thore was no such intention as ho had ascribed to validate illegal consequences, and ho entored minutely into the legal bearings of the clanso to show this was so. Mr Hutchison considered Mr Hialop had not quito fathomed the depths of hw on tho subject. Ho agreed with Sir George Grey as to the effect of clauses 2 and 3 road in conjunction with previous legislation. Mr Taiwhangft having announced that he would oppose theso Bills xinlcss his two measures woro allowed to pass, the Hon Mr Mitchelion said he would tako carothat clauses 2 and 3 woro mado quito clear, and tho Bill wus read a second time, Tho following Bills wero read a seoond time:—Middlo Island Half-caste Grants, Foncing Act Amendment, Regulation of Local Elections Act Amendment, Volunteer Drill Shed and Lands, State Forests, Ellesmere Lake Lands, and Pulwi Bottlers, Tho House rose at 12.20 a.m,
