Ia the Legislative Council, The Hon, Mr Hart's motion for taxing, race horses was discussed; The Hon. Mr McLean advooated putting down bookmakers, and said he believed the totalisator would do this in time.

Several bills were read a third time and passed, inoluding the Cambridge and Hastings Borough Bill. The Conncil rose at 3.50; Tuesday.

In the House of Representatives, Sir Robert Stout said he was still in hopes of a settlement being arrived at on the Representation Bill, but he was willing to allow discusnon pn clause 3 to go on in committee, On the motion for going ioto committee on tho Wellington University College Bill Mr J. O. Buckland moved that the bill be considered that day Bii months, and Mr Sutter moved the adjournment of the debate — lost by 41 to 31. Several members opposed the Bill, and on resuming at 7,20 the committal was postponed!

Sir Julius Yogel then delivered his Financial Statement, which occupied 2 hours 55 minutes, the galleries being orowded and 70 members present in tho House. The estimates were introduced by message from the Governor, and the House adjourned at 9.45.

In the House of Representatives,

Mr Ormond gave notice of the introduction of bills reducing the Governor's salary and allowances, and to amend " The Parliamentary Honorarium Act 1884."

The Hon, Mr Larnach gave notice to move that the members' honorarium be reduced by £50.

Replying to a question it was Btated that to levy a tax of 5 per cent, on the banks of the colony for the privilege of issuing bank-notes would be taking away from the bpnks the privilege granted by Parliament many years ago, but the subject was worthy of consideration,

Mr Bracken moved the motion standing in his name relative to the Government of Ireland, Mr Moss seconded the motion. The Premier supported it, and said he had long believed in Home Rule. On resuming at 7.30 Mr Taipua moved the second reading of the Native Liud Administration Act Amendment Bill. The Native Minister opposed, but said ho would allow it to go to the Native Affairs Committee* Bill read a second time. — The Auctioneer's Bill was ieid a second time. The Representation Bill was mentioned but held over till Friday and tho Electoral Acts Amendment Bill waa taken in committee. Some dincussion took place on the houra and Mr Seddon's suggestion, that the extension should apply to c-ties and boroughs, was embodied In the form of an amendment, and tbon rejected, as well as a motion to report progress —Mr Read moved to alter the hour to 6 p.m., in order to nullify the effect of the previous amendment, and leave the matter as the law now Btands. — Ayes, 44 ; noes, 23.— The clause as amended was struck out of the Bill altogether by 49 to 15.— Mr W. J. Steward moved a new clauso substituting tho form of claim for enrolment given in the schedule, for the form in the second schedule of the original Aot. — Aftor some discussion it was withdrawn.—Mr Barron moved s. new clause providing that the names of persons who did not cHim voting papers at any election should be removed from the roll, but this was lost on the roices. — Mr Hatch moved a new olauso providing that every can» didate should deposit £10 with the returning office, and forfeit tho money if he did not poll one-fifth of the smallest number of votes upon which any candidate is elected. —Ayes, 27; noes, 38.— The Bill was reported as nmeudcd, and the House adjourned at 12.20,
