Ottowa, October 12.— An Ameiican fish» ing schooner, which failed to report at tho Customs, Nova Scotia, has been seized, and her owners fined. As the master persisted in hoisting American flags, the Captain of the Canadian cruiser, Terror, ordered a party to go on board and lower the flags, which was accordingly done. An armed guard was placed in charge of the schooner. St Petebsborg, October 12— The Russian preaa in recent articles on the Bulgarian situation, generally agree that there is no hope of a peiceful solution of the difficulty. Adelaide, Qctober 13 — The Legislative Council haßrfjected the Bill for providing for the payment of members which was recently passed by the House of Assembly. Melboubnb, October 13 — Reid's Millstream has accepted for the Caulfield Cup. Sydney, October 13.— The debate on the vote of censure on the Government, proposed by Sir Henry Parkes, has been adjourned until to-night. At the District Court to-day the prisoner Gush, committed from the R.M. Court on a charge of making a false declaration under the Marriage Act, pleaded guilty, and was Bentencsd to five months, without hard labour, the sentence to date from his committal on the 24th of October last.

At the nomination for the Dunedin Central eeM; William Hutohison, Thos. Bracken, William Darling, and Charleß Robert Chapman were proposed. The show of hands was In favour of Mr Bracken. A poll was demanded by Mr Chapman.
WELLINGTON.
October 13.
A contract has bet n let for the erection of an asylum »t Porirua where a fair sized building will be erected at a cost of nearly £2000, to which able-bodied patients will be transferred and set to work on the grounds, Mr Blackett'a report on the Oainaru break, water has been forwarded to the Harbour Board there.
Application was made to the Government to supply the money necessary for the repairs, the board's funds using exhausted, The Government refused to do anything, until one of their officers had seen it and Mr Blaokett'a report is the result. The district will have to find the money itself. The concrete and blooks have been undermined in several places by the action of the sea, and have given way in consequence of there not being sufficient batter on the outside, or any protection to the monoliths, Hooker's patent light is coming Into notice. The Government are trying it at the Seacliff Lunatic Asylum, and it has lately been tried with success at an establishment in town. It is said to be produced at a cost in all of one shilling per thousand, the gas being mixed with air.
