Received April 21, 1 a.m. London, April 20— It has been arranged that tho Marquis of Hartington will move the rejeotion of the Home Rule fcoheme, when the measure comes up for its Second reading* Mr Jease Collinga, late member for Ipawich, has written a letter to tho newspapers, in whioh he condemns the Bills introduced by Mr Gladstone for the setlemsnt of the Irish difficulty.
