It appears that Mr Watt is figuring in the House, above all others, as one who represents a constituency that cares for nothing but squeezing money out of the Government. In the face of the character Mr Watt has earned for himself and the district, the Minister was afraid to grant even the formal privilege. The district therefore is completely blown upon, and the man who had the .hardihood (founded in ignorance) to describe his own constituency as corrupt, has earned the reward of his confession.
