Received Fob 16th, 1.45 a.m. The following is a forecast of the speech from tho Throne, to be delivered at the opening of Parliament to-morrow : -—The speech will refer to the great efforts which have been made to secure order in Egypt, and self-government for that country, together with the. safety of the Suez Canal, and at the same time to observe tho obligation due to Europe. The approval of the Great Powers and the agreement of the Sultan are firmly anticipated to tho policy which has been pursued. The speech will express strong hopes that the labors of the Danubian Commission will result in the satisfactory settlement of the questions at issue, and that good results may follow the reinstatement ot King Cetewayo in Zululand. The following measures will be announced : Bills for the codification of criminal laws, and for regulating the proceedings in Court of Criminal Appeal ; for amending acts relating to bribery at elections and Ballot Act, and other proposed measures dealing with the Municipality of London, local government, floods, bankruptcy, and patent law. The speech, in reference to Ireland, will state that considerable improvements have been manifest in the condition of that country, despite the efforts of the secret societies to set law and order at defiance.

Paris, Feb 14.— A French cruiser has been despatched to Madagascar, in view of the possible danger to the interests and subjects of the Republic in that Island.
