* (SPECIAL TO MELBOURNE AGB.) London, 29th September to 6th Oct. A loan for £50,000, at 5 per cent, on behalf of the Thames Harbor Trust, New Zealand, was floated on the 29th September ; j the average price obtained was £93 2s 6d. The enquiry held by General Phayre at Caudahar into the causes of the disaster to the brigade under General Burrows at Rush, Rinakahun, on the 27th July, has terminated, and tho report has been forwarded to the Viceroy. In an official intimation the Vicefoy fjqplared that an investigation of the circvunstances <fcl°sps tyIpPKS °*J ttie part pt General Brjinrosp and/ General Burrows, both of whom are denounced as answerable for the disaster. General Prim' rose is blamed for having despatched a brig' ade of insufficint strength to meet an enemy who was known to be advancing in force, and tho movements of General Burrows while in independent command are strongly censured. He is held to have exhibited a want of military judgment. The agitation on behalf of the Tichborne Claimant has been revived. Meetings have been . held, in which the conduct of the Judges in refusing to allow the appeal made by the prisoner has been severely criticised. It is proposed to bring "fchfl matter before the Privy Counpil, and stops are being taken to raise' f und'a for the purpose. He was entertained at a banquet, and much comment has been excited by the fact that the toast of "Her Majesty" and the other loyal toasts were designedly omitted, and speeches were made of a seditious and inflamatory character. Notwithstanding th"c precautions taken by the police, the importation of arms into Ireland from the United States and the Continent is enormous, and some of the London journals declare the Government is incurring grave responsibility by its unwillingness to enforce the Peace Preservation Acts.
