The Westport Times AND CHARLESTON ARGUS. In the cause of Truth and Justice we strive. TUESDAY, JULY 11, 1871.

We think it may be safely accepted a.' certain that the Assembly will meet or the 14th August. Previous noticet convening members have appeared ir the gazette, but the omission of the words " for the despatch of business' suggested that the announcement: Were merely formal, and that the meet of Parliament was likely to be further adjourned. In a recenl gazette notice the words quoted above were added, and it may be, therefore assumed that Ministers have decidec that the session shall open on the above date. During the unusually lengthened recess, Ministers will have had ar opportunity of perfecting their Public "Works and Immigration Scheme, more especially as regards the latter item. It will be remembered that when the above measure was proposed, it was insisted that a healthy influx of immigration must be concurrent with the expenditure of the loan. Tet singular to say, scarcely any provision was made for the introduction of population, The Government will probably have given this important .subject the consideration due to it, and will be prepared to lay before the Assembly a scheme which shall supply the defectiveness of their former proposals. It is very certain that with an annually decreasing revenue, and rapidly accumulating expenditure and indebtedness, we require the presence of a largely increased and thriving population to restore the balance. Individually our taxation is greater than can be borne, and to render this lighter, while at the same time to provide for the increased exigencies of the Colony is the task which rests with the present administration. It will be an easy matter to introduce immigrants who for a few years may be supported out of the public works expenditure, but to attract a desirable popolation in large numbers, who will settle on the waste lands of the Colony—not to become a burden upon the country, but to assist in developing its resources and to lighten the oppressive taxation is the question with which Ministers must grapple.
