The humble Petition of the Begistered Electors, and Inhabitants resident in that part of the Province of Nelson known as the Nelson South-West Goldfields or as the Electoral District of Westland North, and whose names are hereunder written or hereunto attached, T) ESPECTFULLY SH KWETH— Jtt That the Nelson South.West Goldfields comprise an area of 3,400,000 acres, intersected by numerous navigable rivers, and abounding with mineral resources. That according to the last census return, the population of the Nelson South-West Goldfields was 10,611, the majority being adult and producing. That the population of the remaining part of the Province was 13,203, with only an equal number of adults. That the population of the SouthWest Goldfields contributes largely to both the Provincial and Colonial Eevenue. That the Provincial Council of Nelson consists of nineteen members, namely five returned by the Nelson South-West Goldfields, and fourteen by the remaining part of the Province. That according to the latest returns, the European population of the Colony was 218,000, and that the number of representatives retnrned to your Honorable House is seventy-four. That, out of that number, the Nelson South-West Goldfields or Westland North.with a population of 10,011, return only one member. That the County and Borough of Westland, with a present population, not greater in number, returns two members. That your Petitioners are thus, both in the Provincial and Colonial Eepresentative Assemblies, most inadequately and inequitably represented/, and that their political interests are injured thereby. Your Petitioners therefore humbly pray that your honorable House will favorably consider the Justice of affording them increased representation, so far as concerns your Honorable House. The Humble Petition of the Holders of Miners' Eights, resident on that part of the Province of Nelson known as the Nelson South-West Goldfields, whose names are hereunder written or hereunto attached, RESPECTFULLY SHEWETH— That the Nelson South-Vest Goldfields comprise an area of 3,400,000 acres, abounding with mineral wealth, and having a population of 10,611 souls. That your Petitioners have for several years been, and still are, dissatisfied with the exercise of the delegated powers of your Excellency over these Goldfields, by His Honor the Superintendent of Nelson, Mr. Oswald Curtis. That your Petitioners have long felt the want of a suitable and operative code of Mining By-Laws for the regulation of Mining Eights and Interests, and that to meet that want your Petitioners are of opinion that the establishment of a Mining Board is indispensable. Your Petitioners therefore humbly pray that your Excellency will withdraw the powers delegated to the present Superintendent of Nelson, and also that your Excellency will give effect to Section 56, Part IX. of the " Goldfields Act, 1866," which provides that "Upon petition of not less than five hundred persona holding Miners' Eights under this Act in any Province, and having held such Eights for not less than three calendar months, it shall be lawful for the Governor in Council, if he Bhall think fit, by proclamation, to declare such Province, or any part thereof, containing not less than five hundred persons, holding Miners' Eights, to be a district for the purpose of. forming a Mining Board," &c. And your Petitioners, as in duty bound, will ever pray.
