TO THE ELECTORS OP THE BULLER DISTRICT. Gentlemen, Complying with the earnest solicitations of many of my friends in Westporfc, I have coine before you as a candidate for the seat now vacant in the Nelson Provincial Council. I declined accepting the compliment paid me until the day of nomination, in the hope that some person better fitted than myself for the important office would come foiward, but upon finding that no one possessing your confidence was likely to be put in nomination, I then expressed my williugness to leave the matter in your hands. Though I do not apprehend that any great amount of good can be done under existing circumstances in the Provincial Council by any one member or by the whole of the "West Coast members combined, and though I have for some time past entertained the opinion strongly that nothing short of obtaining, like our Southern neighbors, the introduction of a County Bill, with Separation for the Nelson Groldfields, will satisfy the electors and the public; yet, until that is achieved, I agree with many in thinking that it would have been an unwise policy at present to have returned a blank writ on the day of election. There are many important matters, and not a few pressing wants, relative to the district, which I cannot here omit noticing. The foremost among these are the want of roads to the various diggings, the making of a good passable track up the Buller River, and the improving of many of the tracks now formed. River protective works is also a subject for the most urgent and early consideration, and the necessity of granting an expenditure in the district equivalent to the amount of revenue raised in it should be a matter for the strongest advocacy by whatever member may represent you. There are many other matters of minor importance, to which I forbear alludiug in the limited space of a written address, but which I hope to beaftordedan opportunity of commenting upon at greater length at an early date. Though retired from active business in Westport, I still hold a considerable interest in the way of property in the town and its neighbourhood, and naturally feel an anxious desire for its future welfare and prosperity. In conclusion, I may only assure you, should I receive from your hands the honor of being returned as your representative, I shall go into the Council hampered by no restrictions politically or otherwise, but will endeavor to merit that confidence placed in me, by carefully applying myself to the duties devolving upon me, and will faithfully and honestly represent and advocate your interests to the best of my ability.
