It has been discovered that there is an old Scotch statute enacting that no person shall win more than " a hundred merks" at play or horse-racing within twenty-four hours ; that is, not more than £5 lis 2|d ; otherwise, the surplus is to be forfeited to the poor of the parish. Information under this act has, it is stated, been laid against two men in Forfar, who have pocketed much more than this sum in the shape of winnings on the Derby.
