Sin, —Can you inform me what the ■qualification is for a member of the Nelson Provincial Council, and ■whether an ex-uncertificated insolvent is eligible for election ? My reason for asking these questions is, that I see in a list of persons who have filed their schedules (or are, in colonial parlance, undergoing the process of ""whitewashing "), the names of candidates. I should also like to know whethei* insolvents are bound by law to give up all their property for the benefit of their creditors, and if so, how comes it that an insolvent can •stand the expense of a contested election; and afterwards, if elected, make periodical and expensive trips to ■attend the Provincial Council at a place as far distant as Nelson is from Charleston ?

I shall feel obliged by your answering the above queries, as it would be xather a "sell" for the inhabitants of this district if a candidate was elected who, upon arriving at the Council 'Chamber, should be quietly presented with the key of the street by the insevitablue "' blue." The xules of the House, as we are given to understand, will not allow an uncertificated insolvent to take his seat, and therefore he cannot be eligible. The 134 th clanse of the " Bankruptcy Act, 1867," says, " Where any person is adjudged bankrupt all his personal property present and future, and all personal property which comes to him before he obtains his discharge, and all debts due, &c," shall become vested in the trustee for the benefit of the creditors of the bankrupt. The 137 th clause relates to real property. The travelling allowance to members is Is 6d per mile, and £1 per day while the House is sitting.]
