She has an organised and ex-cellently-equipped army, but lacks sufficient competent technical workers,” said M. Stalin in a speech to military academy graduates. “Leaders must therefore do their utmost to educate and help to encourage workers, especially those showing ability. ”
The speech is regarded as heralding a new drive to provide Russia with more skilled workers.
