At the Disarmament Conference at tho conclusion of a speech in which Air Ramsay MacDonald urged upon delegates the vital importance of reaching definite conclusions by means of mutual concessions, the text was circulated of the draft of the British Disarmament Convention. The document deals comprehensively with all phases of disarmament problems, and contains definite figures in regard to the personnel and material of tho sea, land and air service. It is proposed to* extend the London Naval Treaty to include France' and Italy. Bombing from tho air except for police purposes in certain outlying regions is prohibited; no naval or military aeroplanes, excluding tro-op carriers and Hying boats, to exceed three tons unladen; no fresh dirigibles to be built; the permanent Disarmament Commission to draw up a scheme for the complete abolition of naval and military aircraft conditional upon the effective supervision of civil aviation to prevent its misuse. Chemical incendiary and bacteria warfare is prohibited. It is suggested that the parties to the proposed convention in the event of a breach or threat of a breach of the Paris Pact should meet in conference to agree upon steps to be taken and determine which party is responsible.— 8.0.
