AMERICAN CONFERENCE CONSIDERABLE OPTIMISM. Aess Association Electric Telegraph—Copyright WASHING TON. Thursday. The President-elect, Mr Franklin Roosevelt, arrived in the capital this afternoon, preparatory to his conference with 'President Hoover to-morrow. He immediately received Mr H. L. Stimson ('Secretary of State), and they remained in private discussion for over an hour. Afterwards both declined to comment, more than to admit that they had discussed foreign affairs; However, usually well-informed circles believe that tentative plans for the cooperative re-opening of debt negotiations were consummated, which provide that within a month a delegation of British envoys will be received, first, by the State Department, and then by Mr Roosevelt. Thus the interim between one Administration and the other yvouid be bridged. Considerable optimism is felt that Mr Roosevelt has initiated the move for negotiations, and, furthermore, that Mr Stimson is acting in accord with President Hoover, and that tangible re-
sults will foiloyv the White House conference, but it is said that there is still a difference of opinion between them regarding the date at which the Economic Conference should be called and as to other details regarding i:.
CONFERENCE IN MARCH, TALKS WITH BRITAIN. (Received Saturday, 9.15 a.m.) WASHINGTON. Friday. The White House conference discussions are to take place early in March, after the change in Administration. In a statement' issued from the White House, following upon an hour and a- half meeting, it was said that the official talks with Britain would include also the economic problems of the yvorld and “ways and means for improving the world situation.'’ The Secretary of State, Mr H. L. Stimson, yvas instructed-to initiate negotiations with Britain immediately and arrange for a conference.
