MONTHLY MEETING. The monthly meeting of the blasterton -Borough Com licit was held lastnight, there being present: —The Mayor (Mr T. .1 ordlaui), Os. White, Judd, Low, Murray, Rippon, Saunders, Free, O’Leary and Beetham. Permission was granted to the Ministers’ Association to hold a. procession, through Queen Street on a, Sunday, on the occasion of the Youth Campaign. The Wairarapa Cricket, Association was granted the use oif the P'airk Oval on Monday, 24th October, for a. cricket 'match. A letter from tbo Wairarapa Cricket Association, requesting a reduction in j> laving fees from Is to (hi, was referred to the Park Committee. it, wn sdovidcd to notify the Central Belief Committee of the position brought about as the result of the ruling of the Auditor-General in repaid to the free letting of the borough halls. In connection with the Carterton ‘Show, it was decided that the outside staff, on People's Day, start at 7.30 "a.m., and cease work at 11. JO a.m., having a half-holiday. PARK COMMITTEE. The P'airk Committee reported, inter alia, asi folrtaws: —Twenty-four applications were roe-dived for the position of games attendant. After due consideration your committee appointed Mr G. 'L. Scrivener. Mrs Whitley applied for and was granted the lease of the Tea Kiosk for a further -term of twelve 'months, on the same conditions as last year.
PARK AND LIBRARY,
The Park, Ilall and Library Committee reported, inter alia, as follows: — An application was received from the Wari'arapa Kennel Club for the -free use of the Oval on Saturday, 26th November for a kenmol function, or failing the oval, -that piece of land- adjacent to the boat-house. It was decided that the kennel .drib be granted the free use of the horse paddock for their function. If, was decided that Messrs- lloar and Son be sincerely thanked for adding a name to the Soldiers’ Memorial free of charge. An application was received from tine Park Tennis Club for a reduction in the fees charged for senior members’ season tickets, etc. It was decided that the 'charges for season tickets for men lit' reduced from 60s to 25-s; that, no reduction be made in ladies’ or youths’ under IS years; that an intermediate fee be instituted for both male and female players between the age of IS and 20 years, and that the charges for a season ticket for this group of players Ib-e 20s. Cr. J. L. Murray wrote your Committee as follows: — “Knowing that at- least one -of the boats will not. be tit for use 'this season, 1 would Mike the Park Committee to accept, from Mrs Murray and myself (as a gift the Master ton Park), a new pleasure, boat complete. ’ ’ —lt was decided that the*l’nrk Committee gladly accept Mr and Mrs Murray’s very generous gift of a new pleasure boat, and plaices oil record their very sincere thanks and appreciation to both Mr and Mrs Murray for their very fine gift. An application was received from the W.E.A. for the- free use of the lecture room on Monday, 17th October. It was decided that their application be granted conditionally on their paying the Lighting charges. It was decided that the Central Relief Committee be given notice of the position which lias arisen in connection with remitting hall rents; that the resolution granting the Girl Guides the freo use of the lecture room for their meetings be rescinded; that the Girl Guides be granted the use of a dressing room for their meetings, at the scheduled fee; that the librarian be instructed to refrain from issuing any further books to subscribers whilst their subscriptions for the year ended 31st December, 19111, remain unpaid; that the tree at the entrance gates to the cemetery be removed only on condition that, the engineer deems it essential that it should be removed; that in future, when bales are lelt and those concerned desire to decorate the halls, they be allowed two evenings only up to 10 p.ni. prior t:o the date, in which to decorate; should longer time be required, those concerned will be charged the scheduled lighting fees, but in no ease must the halls bo used for decorating after .10 p:m.; tilnait any scheme for d-Ccorating bo submitted to the engineer for his approval -before being proceeded with.
gas and abattoir committee. The G'as and Abattoir •Committoo reported, inter alia, os follows: —It was deieided that wo fall in with the other creditors in 'the estate of K. W. S. Orr, and relinquish our 'claim against the estate, amounting to £1 17s, and that the said amount of £1 17s bo written oil; that the account- for gas, amounting to £4 lss, used by the JSktl-viition Army in coiineetion with supplying hot meals for certain school children during the winter, be written off. WORKS AND FINANCE. The Works and Finance 'Committee reported, inter alia, as follows: —It was derided that the application for a license to sell cakes and small goods from Mrs D. N. ltd wards, be granted. No tide.at ion was received from the Postmaster that they had under consideration the question of abolishing the index register in connection with the motor registration work, and asking whether the Council would raise any objection in the event of the alphabetical register being abolished.- —It was decided that the Council offer® no object ion. In reply to an application from Mr .1. E. Wri.gloy for a- refund of his taxi license fees, we regret we are unable to- comply with his request. In reply to a letter from Messrs Robinson and Cunningham, on behalf of a client, concerning the borough financing a drainage connect ion, it was decided that we offer to advance the money to provide the haying of a sewer up to 100 feet, provided their client finds the balance. A letter was reectiived from the District Public- Trustee (concerning the recent fire in the premises in Queen Street, owned by the Holloway Estate),
desiring to know whether the Council would not allow the Public Trustee, in eonjunetiion with the insurance office, to reinstate the premises only. In reply, we regret we are unable to depart from our by-laws. A letter was received from Mr T. A. Russell, Sanitary Inspector, stating (whereas Mr T. R. Manne.ll iis drying skins on premises within tillc borough, in contravention of litis undertaking to store only dry skins), his approval! for Mr Mannell to conduct an offensive trade within the borough had been withdrawn. The Town Clerk stated that Mr Mannell had been notified accordingly. It was decided that the application from Mr F. Keen for permission to paint tlie old gas standard in front, of bis shop, red, white and blue, be granted. A letter was l received from the Municipal Association, stating that the executive Committee at its last meeting had under comsiidcratiion tire following remit, carried at the recent Hospital Boards’ Confett-ence: —“That it. be a recommendation to the Municipal Association and to the Co unities’ Association that where a speleM rate is struck for hospital and charitable aid purposes, that the amount of tine rate be shown separately in the rente demand.” It was decided that this Council give effect to the recommendation as from Ist April, 19.311. It was decided that the rates on a portion of the section of land purchased by the Council from the McKillop Instate, amounting to Ids, be written off; that the balance of rates on the following properties, which have reverted to the Crown, and on which the State Advances Department will pay only certain special rates, be written off: —E. E. E. Sporsliott, amount £l7 11s ad, and E. Lee, amount £2 6s 3d. A petition, signed by C. E. Gibbs and 27 other ice cream, vendors, was received, applying for a reduction in the annual license fee charged for the sale of .ice cream. In reply, we regret we are unable to accede to the request of the petitioners. That a number of householders whoso water by meter accounts for the year ended .'list March, 1932, are unpaid, be given 14 days in which to pay, failing payment within) the said 14 days, that their water supply be cut off. COKE SUPPLIES.
■CT. Low placed before the Council the position in regard to the coke supplies, going exhaustively into the matter. Ho also submitted a. statement provided by tlie atecountant. The borough stocks of coke on Ist April, 1931, were estimated at 130 tons, and recently the committee had purchased from the retone Gas Company 50 tons. Assuming that the estimated stock on Ist April w'as correct, it meant that the Council had sold during the past sixteen months 180 tons more than had been manufactured: The actual sales during the past 12 months had been 23,550 bags, and tlie estimated manufacture of coke (based on present output), 20,075 bags. There, was thus a. shortage of 3475 bags. So far as sales are concerned, there appears a likelihood of an increased future demand, while on the manufacturing side the present prospect is that the output will not exceed to any great extent the estimate of 55 bags per day. Taking the above figures as a basis, it meant that, to arrive at a balance, the Council would require to “cut” the present sales by .170 tons per annum. Tb do this it would be necessary to place commercial users on a pro rata basis, according to their consumption of gas. That would mean a very drastic curtailment to firms using up to, say, 2000 c. ft. of gas per month, practically eliminating them as coke purchasers. The majority of these consumers only use coke for about six months in the year, and if the restriction is applied on the basis of three bags of coke to over 1000 e. ft. of gn.s used, we will have a monthly saving of 400 bags for six months in the year. This will ■amount to 2400 bags, whereas our estimate of the shortage is 3475 bags. However, with careful management, it was considered that if the restriction were applied, it would greatly relieve the position during the coming year. Advice received from outside sources indicates that there is little likelihood of the .Council being able to draw any further supplies from other ga.s-making concerns. To enable those users whoso supplies are likely to be seriously restricted, ample time in which to make other arrangements- for their future requirements, it will be necessary to advise them immediately of the position. BOROUGH WORKS. The Engineer, Mr C. K. Main race, intake, filter and springs were all cleaned out and repairs to groynes completed at the headworks. The general maintenance of sewers and mains was attended to and all dead ends Unshed. Building Permits.— During the month 9 permits were issued, having an estimated value of £1133. M le fees received amounted to £5 15s. lor the corresponding period last year 10 permits were issued, having an estimated valnci of £3487. BOROUGH INSPECTOR’S REPORT. The Borough Inspector, Mr T. A. Russell, (reported: — Notifiable Infectious Disease. —Pulmonary tuberculosis, 1 case; erysipe-
las, 1 case; acute anterior poliomyelitis, 1 case. To date this month 1 case of pulmonary tuberculosis lias been notified. Plumbing and Drainage. —15 plumbing and drainage permits were issued and the usual testing and ‘inspections carried out. House Inspections. —Re-visiting in connection with requisitions previously served lias been done aiul work required is almost completed. Requisitions. —The following requisitions were served: Pluiinuing and drainage repairs, 8; provide rubbish bins, 2; clear creeks, 4; dispose of dead animal, 1; 3 dogs were destroyed. Ice Cream Licenses.—Applications have been received for ice cream licenses and as tlie premises are in order I respectfully recommend that a license be granted in each case. Milk Supply. —A number of supplying farms were visited and the usual samples taken for general analysis. Traffic. —Heavy traffic fees collected during the month amounted to £292 15s lid: One person was convicted and fined for speeding and fined £3. Five applicants for drivers’ licenses were tested, one failing to come up to the required standard.
