SESSION TO OPEN ON TUESDAY,

Parliament reassembles next Tuesday, and a Cabinet meeting held this morning was understood to be concerned with the procedure ■in the opening stages. .It is expected that an early statement will be made to the House on Cabinet's decision regarding the views of its members on tariffs. The Prime Minister, in commenting on the arrangement, says: “It is going to require very delicate handling m its working, but I know my colleagues so well that I am sure they will enter into the spirit of the arrangement and ■co-operate in every way they reasonably can to make it successful. IMPOSITION OF A TARIFF,
LONDON, Wednesday
The Parliamentary session opening on Tuesday will be marked bv an exceptional amount of work and an unusual procedure. There will be no general statement of policy and fulldress debate on it. Foreign policy will be outlined only in the form of answers to questions. Tariffs will be tho outstanding subject. It was authoritatively admitted to-night that these were being evolved in close cooperation with the Dominion. The Government is determined not to follow the procedure of the former emergency duties, leaving a fairly long interval between the announcement and the imposition of the duty, giving opportunities for forestalling by importations. On the contrary, revenue resolutions will be introduced in Committee of Ways and Means, following the passage of a special Bill to permit the duties to operate the same night. Scdrecy similar to that in regard to Budget taxes will be followed in reference to tho new duties. The lobbyists’ latest forecast include 10 per cent, on all manufactures and semi-manufactur-es, including iron and steel. Duties on many foodstuffs, excepting wheat and meat, but including dairy produce. The objects of the latter are (1) encouraging an extension of Dominion preferences at the Ottawa Conference, and (2) negotiation of reciprocal agreements with the Argentine and Denmark with a view to obtaining special terms for certain British manufactures.
