At .the Genoa Conference, where Germany pleaded for a remission of her reparations, the Allies were discomfited by the news that she had concluded a trade treaty with Russia, pursuant upon which large orders for railway rolling stock and machinery were placed in Germany. Nevertheless, the. Soviet has not abandoned its original design. According to spokesmen of the Third International, Germany, India, and China are “tipped” as the most likely scenes of the opening stages of the world revolution —the goal of every authentic Red. Russia has noted with keen satisfaction the rising tide of Communism in Germany which, with its natural corollary, has been the outstanding feature of German politics during the last few years. In three consecutive elections the Communists have consistently increased their representation, and so, Ss a logical result, have their antidote, the Nazis, the German equivalent of the Fascists. Before the emergence of the Communists these were unknown. Now they are the second party in the Reichstag, and command the allegiance of many who previously supported the Nationalists. Ilerr Hitler, their leader, says that he does not propose to resort to unconstitutional methods to obtain his object. Perhaps he considers that at the present rate
of progress he will not need to. The Germans have a tradition of discipline and obedience to the law. If they believe that Communism is becoming a menace they would, by all the indications, vote for a party which, would not hesitate to use the mailed fist. To Britons Fascism and Communism are equally uncongenial. Yet on the balance of evils it would be better for civilistaion if Germany adopted the former rather than the latter.
