THE S 4 CONDEMNED. (Received Saturday, 11.5 a.m.) NEW YORK, Friday. l -A message from Boston states that a letter written by Lieut. Donald Weller, one of the victims of the S 4 disaster, published here said: “In fact something terrible will have to happen to an S boat) before the Navy Department will believe us when we say that the S boats are unsafe and of no military value. The boat is in a worse condition than before going into dry dock. We have been given twenty-four hours-' notice to get under way for Provincetown, allowing no time for satisfactory tests of the condition of the motor,”
