The Daily Telegraph’s Dusseldorf correspondent says that there is some evidence of a weakening of passive resistance, the coal owners at one or two points paying the coal tax, thus enabling coal to enter unoccupied Germany. The greatest difficulty in the Bulir is the paucity of bank notes, numerous firms and municipalities demanding authority from Berlin to print their own notes in' order to pay workmen’s wages.—Aus. and N.Z.
