(Received Friday, 11.30 a.m). WASHINGTON, Thursday. The return of the American fofce. from the. Rhine is expected owing to> the non-ratification of the Treaty. It is not expected that the new sion of Congress .will reach the Peace* Treaty until January.
Senator Hitchcock visited President; Wilson with the object, it is believed, of urging a re-submission of the Treaty.
According to reports from Paris th.Germans are greatly encouraged at the failure of the Peace Treaty in the United States.
French opinion fears that, the United States will not ratify the Peace Treaty.
