CAN THE KAISER BE INDICTED?
PARIS, Saturday.
The Commission on Enemy Crimes has practically completed its report. It is understood that it provides for tho fullest punishment for atrocities perpetrated against international law. Although it is regarded as impossible to indict the Kaiser for tho atrocities, it is beloved he would be answerable at a trial on a charge of invading Belgium's neutrality.
