Mr Raymond Robins, a former head of the American Red Cross in Russia, testiiied before the Propaganda Investigation Commission that the Bolsheviks made an offer to Britain and the United States in February, 1918, to resume the war against Germany provided assistance was forthcoming.

The Bolsheviks had induced all the Russian Soviets to ratify the Brest Litovsk Tieatv.
