President Wilson explained hi-j pc» ponal theory regaining the settlement, of the colonial questions, according to which the League- of Nations would entrust the adminisf/rrUion of these territories to mandatory States.

It is understood thar the Wilsonian plan contemplates the appointment of •single Powers as mamiatories under th 3 Peace League, to undertake the adininiatration of the colonies, f>-r which they vy-ill be responsible to tin- League. The mandatory Powers will not be allowed to exploit the colonies unless the '.League sanctions it. It is understood that the United States has offered to control Turkey, but nrt decisions of any cb.rirar-ter are reachable yet.

The fate of the other colonies is not yet settled. Probably the greater part of the Cameroon s will be French.

To-day was a full holiday in town for the Friendly Societies' picnics in the Park. As was inevitable, it was a failure.
Harvesting work v?a.s in full swing before the rain, bur, will be stopped for some time by the softening of the ground. The crops are standing better than expected, but some are down.
The weather is cold as well as wet, and will l>e hard on newly-shorn sheep.
