It states that the arrangements were conducted in a eoaciliatory spirit with a view to a mutual uii'lorstfmdiug.
An a»rreiaent was reached to restore the treaty conditions interrupted by the ■war in respect to all rights of intercourse. All special war legislation shall "he repealed, and. persons adversely affected shall be restored to their former ritrhts, or indemnified.
