LONDON, Friday.A Select Committees of the House of Lords passed a Bill to revoke the codicil to Cecil Rhodes' will providing scholarships in Oxford for German students', Rhodes believing that an understanding between Britain, Germany and /unci's iea ■would render war impossible. Tho preamble states that events have happened showing that the testator's anticipations have not been realised, and it is proposed to substitute twelve scholarships within the Britisli Empire.-
