ROME, Saturday. Tho Kaiser has issued tho following proclamation: — "To my noble, heroic Servian peoP "It is unfortunate, but it is necessary to put our two nations into conilict. The fault was not yours, oh, her. oic Servians, but your Government's, which allowed itself to be deceived by the perfidious Allies. Do you wish to continuo tho disastrous policy of. sacrificing yourselves to the Allies, who have been your ruin? You have been fight - in" , for three years. Your valour has demonstrated that you are worthy of your liberty, anil therefore wo come juot as enemies, but as friends, for tho purpose of reorganising your national liberty and guaranteing your rights. We invite the population who abandoned national territory to return to their homes, their customs, and their labours. When they return they will find that our promises did not fail.'' x
