WASHINGTON, Friday. • • President Wilson's Note dispatches to .Germany follow the lines already cabled. The German Embassy is quoted in the press as saying that Germany will refuse to grant the American demands; but, instead, intends to persist in her policy of sinking vessels like the Lusitania whether neutrals are aboard or not, and that the proper course will be 'for Americans to travel in neutral ships. Otherwise, Germany will not be responsible.
