German newspapers state that if America acquiesces in the Lusitania's misuse of the American flag it will bo impossible for a German warship to ascertain Avhcther ships are neutral or not. It Avould be sheer suicide for submarines to make long investigations. There will be no question of contraband or non-contraband in British waters after February 18th.
