A GERMAN STATEMENT
(Received Wednesday, 5.25 a.m..) LONDON, Tuesday.
The text of the German blockade memorandum contains a statement that neutrals are acquiescing in Britain's acts. They have not succeeded in inducing Britain to restore Germans and property seized in violation of international law.
