CHANGES OF WAR DECREASED.
ELIMINATION OF HUERTA.

The plans aranged for the peace representatives provide for the elimination of Huerta and the substitution of a provisional government in which the Constitutionalists aro to be represented. An unfortunate feature, however, is that the Constitutionalists refuse to agree to any recognition of Huerta, even to the extent of formally removing him. President Wilson is confident that the chances of war have been greatly decreased, and he is hopeful that the peace conference at Niagara Falls on Monday will speedily solve tho outstanding difficulties. The rebels again attacked Tampico and British interests are greatly imperilled. The residents are eagerly awaiting the arrival of the cruiser Bristol. The German and Dutch cruisers retired from the river owing to the firing. The Mexican Government has ordered the release of the Consul (Mr Sulliman).
