Mr Churchill, in reply to Lord Charles Beresford, said the squadron avus ordered to Lamlash to deal Avith possible serious disorders on Saturday night, but the precautionary movement of the. troops was carried out Avithout opposition, and therefore he cancelled the movement of the ships. (Ministerial cheers). The Admiral in command asked for field guns in order to "exercise the men ashore if the Aveather avus bad. (Opposition laughter). Mr A. J. Balfour formally moved the rejection of the Consolidated Fund Bill. Mr Asquith said the coercion of Ulster could, never happen, and never would, happen, if Ulster took advantage of the Government's offer: When Cabinet met to deal with General Gough they authorised the Army Council to supply him Avith a document explicitly settling out the Army duty Avithout giving an assurance of any sort. Afterwards Colonel Seely, Avithout the Cabinet's knoAvledge, added the paragraph, giving an assurance. The Premier, in conclusion, emphasised that Cabinet Avould never permit demands for assurance which Avould place the Government and the House of Commons at the mercy of the Navy and the military.
