The Telegraph, in a leader referring to Mr Rhodes statement that the Pacific, cable stands unused during the day, suggests a system of cheap midday cables to meet the needs of private persons, thus encouraging an even distribution of messages all day. Then there Avould be no excuse for not reducing the rates and keeping them reduced.
