SHORTAGE OF OFFICERS.

WELLINGTON, Alonday. j "I realise that owing to the shortago of officers not only here but in other parts of the Empire that the mercantile marine is suffering under a considerable disability" remarked tho Hon F. Af. B. Fisher, Alinister of Alarine, at the annual social gathering of the shipping companies' staffs on Saturday night. "By a recent amendment to the Shipping and Seamen's Act the Government has endeavoured to assist the companies in this respect, and I nropose to go further. At the present time negotiations are proceeding with the Union Steamship Company by which the boys of the Amokura will have an opportunity of qualifying as officers for the mercantile marine. Members of tho Houso at the present time are not in favour of this privilege only being allowed to the sons of people who are well enough off to be able to pay the necessary pro- __% mium, and I hope the day is not voryjPk far distant when the Government be able to pass so many boys for .or from the Amokura to the mercantile marine with a view to their qualifyiu >■ as officers. " *
