Press Association—lsfectric Telegraph — Copyright. at 8.20 a.m. TEHERAN, Monday. 2 The Government has begun a series of arrests "of the late Mojliss members and other constitutional leaders. Five have been exiled to Kashan. The arrests appear to be due to personal vindictiveness.

August sth, 19OG, a decree was issued by Shah Muzaftar-ed-Din, con» yoking a Mejliss or National Assembly, and a Constitution, dated January Ist, 11)07, was confirmed on February 11th by Mohained Ali Shah, after his accession. A new Constitution, signed by the Shah in October, 1907, limited the Sovereign's prerogatives and ecclesiastical authority, granted liberty of conscience, of the person, ol education, of the Press, of associations, and of speech, and defined tho duties of Parliament and the responsibilities of Ministers. This Constitution was violated by Mohained Ali, and in November, 1908, was abolished. Under pressure from the representatives of Great Britain and Russia, Mohamed Ali again granted a Constitution, and signed a new electoral law in -Tune. By this law, undejf which the elections immediately after Mohamed Ali's abduction were conducted, the National Council, or Mejliss, consists of 120 deputies - , 40 forming a quorum. Elections take place every two years.
