SEAMEN'S QUARTERS.

Received Tuesday, at 12.130 p.m. LONDON, Monday. The medical, officer of Port London, in his report, states that seamen will continue to degenerate in physique so long as the same quarters are retained for sleeping, living and dining, they being dark, dirty and damp.
